Basque doesn't incorporate the c of tzioactli(N), which has no sibilant c, but does have hard k, perhaps tzioactli presented itself to them as oac/uaz/tli(N/sfx/noun ending). scrambling of Basque words is common to the Spanish Inquisiton.
